A series of seemingly unrelated events are more closely tied than they appear, and private eye Dana Cutler and attorney Brad Miller come back together to get to the truth behind them. Serial killer Clarence Little escapes from death row in Oregon and threatens Brad. Brad, working for a senator on the Intelligence Committee, finds a dead body, possibly killed by Little, in the senator's home. The senator disappears, and Dana uncovers a link between him and a terrorist plan.
